If signed into law, the Social Security Totalization Agreement Reform Act would provide that any totalization agreement entered into will only become official if: (1) the President, at least 90 calendar days before the date on which he enters into the agreement, notifies the House and Senate of his intention to do; (2) he transmits the text of the agreement to both chambers of Congress; and (3) a joint resolution regarding the agreement passes both Houses of Congress and is enacted into law.
