TSCL has not given up our goal of Notch reform. In recent months we have been working with long-term Notch reform allies in Congress to ensure that Notch Babies', needs are protected from deficit reduction plans that would affect people who are currently retired.
TSCL is working for the re-introduction of the Notch Fairness Act. This legislation would allow Notch Babies born from 1917 through 1926, or survivors who receive benefits on a Notch Baby's account, to choose a lump sum of $5,000 payable in four annual installments of $1,250, or an improved monthly benefit.
Due to changes made to the Social Security benefit formula in the late 1970s, Notch Babies receive lower Social Security benefits than other Social Security recipients born before and after them with almost identical earnings.
